In public life, the significance of acting on another’s behalf is often underestimated. To many observers, it appears to be little more than attending an occasion in place of another official. Yet, within the machinery of the state, such an assignment carries far deeper meaning. It is a charge rooted in confidence, sound judgement and accountability, demanding far more than physical presence.
The office of a Deputy Governor embodies this reality. Every appearance made on behalf of the Governor serves as an extension of the Executive, where every utterance, decision and disposition mirrors the values and direction of the administration. It requires a rare blend of constitutional decorum, discernment and meaningful interaction with the people.
For the Deputy Governor of Kano State, His Excellency, Alhaji Murtala Sule Garo, this entrusted function has become one of the hallmarks of his stewardship in office. Whether addressing investors, receiving diplomats, attending community gatherings or participating in official ceremonies, his task goes well beyond occupying a reserved seat or reading prepared remarks. He stands as the Governor’s entrusted emissary, exercising delegated authority whenever the occasion demands.
The weight of such a charge is seldom visible. Behind every assignment lies thoughtful preparation, a firm grasp of the administration’s direction and an appreciation of those before whom he speaks. Every appearance demands an awareness that the confidence vested in him must be reflected in both conduct and communication.
Acting in delegated authority also requires versatility. A policy conference calls for measured analysis and clarity of thought. A meeting with development partners demands diplomacy and attentive listening. Traditional institutions deserve due regard for long-established customs, while condolence visits call for compassion expressed with sincerity rather than ceremony. The same office must navigate each setting without compromising its identity or diminishing the institutional honour it represents.
This explains why official appearances should never be dismissed as routine obligations. A wedding ceremony attended on behalf of the Governor strengthens the bond between the administration and society. A condolence visit offers reassurance that the Executive shares in moments of grief. Courtesy calls create opportunities for dialogue, while investment forums provide avenues through which the state’s economic aspirations are presented before national and international audiences. Every assignment, regardless of its nature, contributes to the enduring relationship between the administration and the people.

Perhaps one of the greatest demands of delegated authority is the ability to combine institutional authority with genuine accessibility. Constitutional office naturally commands respect, yet statesmanship equally requires openness. People are more inclined to place confidence in public institutions when those entrusted with authority remain attentive, respectful and willing to listen. Representation, therefore, is not confined to speaking for the administration; it equally involves listening carefully and ensuring that the concerns of the people find expression within the broader business of state administration.
Another quiet strength of this constitutional duty lies in preserving the rhythm of administration. The affairs of the state cannot be suspended because one office holder is engaged elsewhere. Meetings must proceed, partnerships must advance, communities must remain connected to those entrusted with authority and official obligations must be discharged without interruption. In this way, delegated authority preserves institutional consistency and keeps the work of government in steady motion.
Statesmanship has long been associated with speeches, policy pronouncements and visible projects. While these remain significant, there exists another dimension that seldom attracts equal attention: the discipline of carrying another’s mandate with integrity. It demands sound judgement, emotional intelligence, respect for constitutional convention and a constant awareness that every action reflects not merely the individual, but the office entrusted to his care.
The worth of this constitutional assignment is not measured by the number of occasions attended or photographs taken. Rather, it is revealed through the confidence with which duties are discharged, the decorum maintained in every setting and the assurance given to the public that the Executive remains present wherever its authority is required.
Authority may be bestowed by office, yet its true distinction is fashioned by the judgement with which it is exercised. That is the enduring essence of delegated representation: preserving continuity, reinforcing confidence in public institutions and ensuring that the business of governance never pauses because leadership is shared. In that regard, the office of the Deputy Governor is not simply a supporting institution within the Executive; it is an indispensable pillar in the orderly conduct of government.
